Normally, support is granted to the primary custodian. The amount is a percentage of the non-custodial parent's income, based on a formula that considers certain statutory deductions, the non-custodial parent's income, and the number of children.

In Winnebago County, the standard practice of the courts is to award child support to the custodial parent based upon certain statutory percentages applied to the non-custodial parent's net income. Presumably, then, each parent's child-rearing expenses would be similar. A deviation in child support may be in order when one parent is a high wage earner and the standard percentage would be a windfall to the other parent.
